나미비아 수산해양자원부는 2011년 5월 1일부터 2012년 4월 1일까지의 헤이크 어획 씨즌의 TAC(총어획허용량)를 기존145,000톤에서 180,000톤으로 발표했다. 기타어종(고등어, 오렌지라피, 필차드, 바다가재)에 대한 TAC는 아직 발표되지 않았다. 정부의 과학자들은 그 동안 헤이크에 대한 여러가지 조건에서 긍정적이었으며 따라서 2010-11어기동안 해양환경에 있어 강력한 왜곡이 없었으므로 TAC의 증량을 허용하게 되었다고 전하였다.”2000~1년이래 저산소 문제는 주요문제로 제기된 적이 없으며 따라서 수산해양자원부의 과학자들은 2010~11 어획 시즌 동안 어자원의 부화, 생존, 증대에 대한 제 조건들이 대체로 긍정적이라는 의견을 가지고 있다”는 수산해양자원부의 언급사항을 “New Era”에서 보도하고 있다자문위원회는 금어기 어획시즌동안 평가절차가 완료될 때까지는 이러한 과학자들의 의견에 동의하고 있다.지난 3월까지도 주요 Hake어획자들은 만일 쿼터를 증량하지 않을 경우 조업을 중단될 수 도 있다고 정부에 으름장을 놓았었다. 그런데 수산해양자원부는 어획시즌 종료되는 시점이었기 때문에 이러한 호소를 거절하였다. Bernahard Esau 장관은 Hake를 어획하는 업자들에게 어획시즌이 끝날 때까지는 그들의 TAC가 지속될 수 있다는 것을 확신한다고 말한 바 있다.Hake 협회 측은 보다 많은 어획량에 대한 요구는 개별회사에서 비롯된 것이지 협회에서 요구한 것이 아님을 밝혔다.전하는 바에 따르면 쿼터가 소진된 후에 몇몇 Hake 업자들은 정부에 압박을 가하려는 시도를 한바 있다고 한다.또한 업계 정보에 의하면 몇몇 협회 회원사 들은 조업 중단을 빌미로 협박을 하면서 정부가 그들에게 보다 많은 쿼터를 주는 것에 대하여 정부를 조종하려고 시도를 한 적이 있다고 말하였다. Govt ups hake quota

Namibia’s total allowable catch (TAC) of hake for 2011-12 has been set at 180,000 tonnes up from 145,000, announced the Ministry of Fisheries and Marine Resources. Hake season started on 1 May and runs until 1 April 2012.TACs for horse mackerel, orange roughy, pilchard and rock lobster have not yet been announced. Government scientists said conditions have been positive for hake and thus allowed for the increase in TAC, as there were no strong anomalies in the marine environment during the 2010-11 fishing season. The sea surface temperature off Namibia was average to above average for most of 2010 and oxygen levels were normal, according to the ministry.“No major low oxygen events have been documented since 2000-1, thus the ministry’s scientists are of the opinion that conditions remained generally favourable for spawning, survival and growth of fish stocks during the 2010-11 fishing season,” the ministry said, reports New Era. The Advisory Council agreed about the scientific recommendations pending the completion of the evaluation process during the current fishing season.Until last March, major hake operators threatened government that there could be job lay-offs if they did not boost quotas. The ministry then rejected the appeals because the fishing season was about the end; Minister Bernhard Esau urged hake fishers to make sure their TACs lasted until the end of the season.The Hake Association said requests for more catches originated from individual companies and not the association.After having used up their quotas, some hake operators allegedly tried to pressure the government. Industry sources said a few of the association’s companies were attempting to manipulate the government into giving them greater quotas by threatening to institute job lay-offs. Hendrik van der Westhuizen, managing director of Hangana Seafood, said a higher TAC could strongly help the fishing sector’s contribution to the Namibian economy, reports Namibia Economist. “[Quotas] should be increased to the maximum sustainable yield level,” he said. Van der Westhuizen underscored that, over the past year, the sector has been fighting to stay afloat due to a strong rand, higher fuel prices, lower hard currency prices and weaker demand for high value products, among other factors, which have made it extremely difficult to see profits.Moreover, he explained, a taller TAC would breed jobs and security for employees in the hake fishing sector.
